That is only true if the constants aren't set until after inflation. But even if true, that makes no practical difference unless there is some way to travel faster than the speed of light or get around the light barrier in some other way like folding space.

But, yes. It is certainly possible with present theories for other universes to have different constants. So things like stars might not exist, much less life. If we can't communicate with other parts of the universe, they are in essence a different universe, so...
