My sense is that street crime is still very bad in Argentina.

It is extremely bad in Mexico. Kidnappings are a cottage industry.

I don't think we have the conditions here which might foster the growth of Latin American street crime to the scale we see in the various LA countries. An exception are the maras, esp. Salvatrucha, which are here now. However, they are for the most part engaged in drug retail, protection rackets, turf control, etc., within their own neighborhoods. In other words, they don't prey on suburbanites or the wealthy, a hallmark of Third World crime. This could change, of course, but I don't think so as the opportunities for the vatos locos within their own 'hoods are too juicy.
