There are some things that are essential for the functioning of an effective Republic. The Constitution mentions three powers exclusively assigned to the federal government:
Maintain a Common Currency
Provide for the common defense
Provide a unified foreign policy (Somebody remind Pelosi)

IMHO, if it is not on that list, it is optional.

Uniformity on those three issues is essential. I believe that commerce has largely benefitted from the UCC.
