The problem is that many in Congress will assume that "PAYGO" means that they can spend first, then immediately raise the money later. Why else would the very "budget hawks" feed at the trough of pork?

I'm all for it if "PAYGO" works in the other direction, i.e. wait for the money first before spending it.
