I'm a project Manager and I can detect the flaw: Lack of proper training. The officers are trained to handle certain situations.

They may be trained to handle a bunch of party people who had drunk a few and are disturbing the neighbors or a fight in after midnight at a bar in a rough neighborhood.

They don't know how to handle a nervous, jet lagged man who doesn't speak the language.

It is the same as putting army soldiers -and officers- to control crowds. They are trained to attack people, kill and maim. Not the sort of skills required to control a riot.

Advice: Airport security personal must be trained for that specific function. A major airport must have at least one person who speak an Eastern European language.
