Causing somebody to fall paralyzed is causing them to land on their head and die from brain injury. Usually they won't hit their head, but it's just a matter of luck. Some of them will hit their head.

It's not usually a good excuse when attacking somebody to say "Oh, I didn't think him falling on his head would be a problem".

It shows callous indifference to somebody to electrocute them rather than deal calmly and rationally with the situation.

I wonder what the policeman was whacking at with his baton. First comes the cover-up. "We are investigating and it's far too sensitive to let the public know what we did".

It wasn't as though there was a whole gang of people to deal with and there was no time to be careful and reasonable.
