That doesn't make much sense to me. If you can't regulate it than you would already have a free for all. Its already regulated. What is being sought is merely a change in how kidney and other organ transfers are regulated. You can allow compensation, but still keep controls over the process. The only way regulations allowing compensation for donors would make it impossible to regulate would be if doctors frequently tried to undermine the new regulations, and that doesn't seem likely.
