Technically reunification was a one time event or close to it. The adjustments to that continue, but they've had 17 years to adjust. Not counting them when considering Europe's economic performance at this point doesn't make sense. What if we 'absorbed' Mexico. You think it might take more than 17 years to bring things back to 'normal'?
