Of course, you have your tongue firmly planted in your cheek on that one, since the republicans controlled everything and if they didn't "approve" it, it wouldn't have happened.

I still remember the sorry sight of Tom Delay trying to explain away one of the fat pork-laden budgets by claiming they had cut just everything they possibly could and it was really fiscally responsible....
