Good grief GG, you crazy commie central planning shortage providers and death dealers can't even organize water. <When drought hits, the water hogs and numbskulls have to be weeded out also...society must act with hammer rules, fines, laws> All you need to do is hire somebody who understands that 21st century financial relativity theory of supply/demand/price and hey presto, problems go away. Put the price of water up, and people use less of it. Keep putting the price up until demand matches how much water is available. There is another component to it too, but I'll leave it to you to try to figure it out. When you give up, I'll tell you the rest. Mqurice
