Quite the opposite! PBR has a full plate. Discovery offer private concerns to make inroads. Witness OGX. PBR has enough to worry about with Tupi plus the 41 other blocks. Brazill needs much more private participation in the energy sector. Those facts pre-empt populism, which is fulled by monopolistic cash cows. The populist countries (in the end of spectrum Venezuela and Bolivia)are behind Brazil and Chile which are at the other end of the spectrum). Once the market discovers that the non-populist countries are forging ahead they will dump populism.
