There is no SS Trust fund. Never was, it is simply part of the budget. This is simply a ploy by Democrats to make it look bad when another budget item, especially for the Defence Department, is increased. They try to claim that this is stealing from SS. Sometimes Republicans use the same ploy to promote their own SS strategy. Thus, it is almost universally accepted as fact.
