There is a difference between regulation ans restraint. The current system seems to be some kind of self imposed system that allocates kidneys to the people with the most need while keeping compatibility as a high priority. If it worked for all there would be no constituency for change.

Most organ transplants are controlled by some kind of systematized process in America. It is not supposed to favor anyone, but I recall an alcoholic famous baseball player receiving a liver transplant when he should not have.
