Excel Communications Announces Appointment of Lichter as
CIO

DALLAS--(BUSINESS WIRE)--Oct. 10, 1997--Excel Communications Inc. (NYSE:ECI) today
announced the appointment of Lester (Les) M. Lichter (51) as Executive Vice President and Chief
Information Officer.

The announcement was made by President and Chief Operating Officer John J. McLaine.

As CIO, Lichter will be responsible for Excel's Information Technology (IT) Division. His
responsibilities include collaborative development of the company's IT standards, overseeing
application research and development, as well as new technology delivery and systems
provisioning.

''Les' experience as an IT executive in the communications industry is invaluable,'' said McLaine.
''It's imperative that we have someone on board who understands the IT needs of a growing
telecommunications company, particularly as we evaluate entrance into new markets.''

Before joining Excel, Lichter was Senior Vice President and Chief Information Officer at Cable &
Wireless Inc., based in Vienna, Va., where he was responsible for developing innovative solutions
within budgetary constraints and available resource skills to aid in the capitalization of business
opportunities.

Lichter's prior experience also includes serving as Vice President and Chief Information Officer of
AT&T's Business Communications Services division where he was responsible for the development
and delivery of sophisticated new computer based systems that impacted major operational areas.

Previously, Lichter was Vice President of Software Engineering at MCI and a Vice President of
Corporate Systems Development at Sprint. Lichter received his B.S. in Business Administration
from the University of California Coast.

Dallas-based Excel Communications Inc. is the fifth largest long distance company in the United
States in terms of presubscribed lines according to the Federal Communications Commission. The
company offers its subscribers a variety of communications products and services under the Excel
branded name which include residential service, commercial service, paging service, and calling
cards.

Excel services are marketed exclusively through a nationwide network of Independent
Representatives. Excel has more than 2,200 employees who support the corporate, network
management, billing, teleservices and marketing functions of the company.

In June 1997, Excel announced a definitive agreement to merge with Telco Communications Group
Inc. in a transaction valued at $1.2 billion. The merger will create a company with consolidated
revenues of $2 billion and 11 billion long distance minutes of usage on an annualized basis, more
than 6.3 million customers and 100,000 network miles of DS-3 fiber optic capacity.
