It would seem so, since the tropics are such a large part of the globe. But it's easy to be wrong here, as the article you posted shows.

Best not to reach easy conclusions here, they are likely to be wrong.

Yes, of course, it is well and good to cut fossil fuel use and pollution for many good reasons, the most important and urgent of which are political and strategic, but to engage in programs designed to solve a problem whose cause(s) and extent are in serious scientific dispute is the height of lunacy.
