Is Halcro still running for governor (for those who don't follow AK politics, he's an 'independent' republican who ran against Sarah last election and got his tail kicked)?

So as I understand it from the last few days' news coverage, Sarah was beaming at all the bids, then it turned out they weren't that great so it was a major defeat, then today a major would-be player said it didn't bid because it was worried about all the corruption in AK oil politics (which gets Sarah off the hook). So is this a win for the Guv, or a loss?

My analysis: as long as it's not a total loss for her, the public will count it as a win. They love the Princess, and want her to win, so any ambiguity in the result will be viewed as victory.
