Go ahead and tweak and tease and pinch and reshape the words all you want, but if he recognized the threat he would have said something more like, "We should officially declare war so we can get the job done, and it would be official and legal." But, he never goes near there, he only says, we shouldn't mess with them, we have no business in that region, that 9/11 is the result of our own foolishness (blowback), that we should leave and everything will be just hunky dory and the problem will just go away... you can play with the words all you want, but that's the message and it comes across loud and clear to most everyone... GZ
