You are right Jim. Nowhere in the constitution is there a requirement for a "Declaration of War". While the constitution gives congress the power to declare war, it imposes no restrictions on what form such a declaration could take, nor on what military activities constitute "war".

A congressional authorization of military force is every bit as constitutional as a payroll tax.
