I think it is time for Israel to stop speaking to Islam as if Islam had any credence, other than as a bully with it's hand on the oil of the world.

Israel should immediately announce a policy that israel will no longer attempt to control who has Nuclear Weapons in the Middle East.

Israel should renounce any First Strike Intentions. Something like:
Israel believes in peaceful negotiations and in people living together in co-operation and in Peace. Israel will under no conditions launch a First Strike on any Nation, at any time.

then it should say.....

In the event of a nuclear attack of any kind on Israel, since we expect we will be unable to ascertain who launched that first strike, we have targetted every Islamic Capital City, every Middle Eastern Oilfield, the Suez Canal, the Straits of Hormuz, and Mecca as our Second Strike targets. Should Israel be attacked all of Islam will share equally in our sorrow.
