US FCC approves rules for satellite data plan

WASHINGTON, Oct 9 (Reuter) - Federal regulators approved rules Thursday to divide a swath of the airwaves among five companies that plan to deploy dozens of satellites for zapping e-mail, faxes and other data communications around the globe.

The five companies are:

Orbital Communications Corp, a unit of Orbital Sciences Corp (ORBI) of Reston, Va. E-SAT Inc, 80 percent owned by EchoStar Communications Corp. (DISH) and 20 percent owned by DBS Industries Inc (DBSS.OB). Leo One USA Corp of St. Louis. Final Analysis Communication Services Inc of Lanham, Md. Volunteers in Technical Assistance, a non-profit entity in Arlington, Va., that provides technical assistance to developing nations.

The Federal Communications Commission rules -- three years in the making -- pave the way for the companies to secure FCC licenses and proceed with plans to operate low-Earth orbiting satellites that orbit the globe.

The ''Little LEO'' satellites generally are deployed up to 1,000 miles from the Earth and transmit only data.

The FCC is expected to grant the companies licenses before the end of the year. The companies also must secure licenses from foreign governments where the data transmissions will be received and sent.

FCC approval is expected to expedite that process.
