What does 'shaky' mean?

As I understand it --- Europe has a very 'old' Demographic skew.

(Many of the populations are stagnant or actually shrinking - with birth + immigration rates BELOW the replacement level.)

Italy - below replacement.

Germany - near totally stagnant (non-growing).

Sweden (along with Japan, their demographic graph looks like a vertical column - roughly same numbers of young, old, and middle. Thus: non-growing or falling.)

Europe's immigration rates (illegal + legal) as a whole is FAR BELOW the US's rate.
