I agree with some of that to a point, but honestly, it's about time to give some semblance of credence to the concept of personal responsibility too!!

There's a great little family ice cream shop down the road from me, and damn, they make great ice cream!! So, all of those folks that frequent that store on a much-too-often basis, well, according to your logic, I guess we should tax the health food and fresh produce stands nearby, to help pay for the medical bills, obesity and heart attacks caused by the evil-doer ice cream shop that peddled their goods on the unsuspecting public. Or, maybe we should have gov't imposed limits on the number of times we, as dumb Americans, can frequent one of these horrid places!!

Responsibility - people should take some. Restraint - people should use it!! Or if not, just like over-frequenting the ice cream parlor, one may go from fit, to bloated and unhealthy. Actions have consequences, and last I heard people still had brains - dust 'em off and use 'em once in awhile!!
