The money to fund R&D has to come from somewhere. It comes from revenues. If they don't have it, they can't spend it. Sure, they may cut back elsewhere first, but eventually a deep cut in revenues, which is what export-level prices would be, would inevitably reduce R&D.

R&D funds don't come from revenues, they come from profits. And my argument is that profits wouldn't be reduced, they would be distributed more evenly over their customer base.
