A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.

I have always felt that the first line was used to justify the second. "The Bill of Rights" is a list of INDIVIDUAL rights, not GROUP rights. So, rather than just listing "the right of people to keep..............., the first line adds a reason.
