Because I am fairly sure that the release of the NIE was in effect a voluntary act on W's part, not something he was bound to allow, he has essentially voluntarily agreed to not attack Iran during the rest of his Presidency.

I thought the CIA has control over this. We know that most of the CIA regards Bush as a worse enemy than Iran.
