Two responses to your post:
1) I think the US Intelligence agency that decided to publish that report at this time was just reading the tea leaves. They know the probability is high they will have a Dem President next year and they are hedging their bets. Going against Bush nowadays is a no lose proposition since everyone on both sides of the aisle hate him.
2) I think we should have engaged Iran a long time ago. The perfect time to have done it was right after 9/11 when they offered us help, before Ahmadenijad became President. Bush then squandered that once in a lifetime opportunity by including them in the axis of evil. I think Iran is one of our most active enemies right now, but even when we were in the Cold War, we had open dialogue with the Russians. This Bush diplomatic strategy of not talking to people you don't like is reminiscent of 1st grade negotiation strategy. Great negotiators always keep the dialogue going. As long as their is contact and dialogue, there is hope for rapprochement.
