Well, the IAEA has never had full access. What if you were trying to prove that I had an illegal machine gun in my house and I said that you could check everyone but the Master Bedroom? What if then you found nothing in the other parts of the house? Would you conclude that there was no machine gun in the house? I sure as hell wouldn't...not with the Master Bedroom left unchecked.

Iran has played the same games. So maybe they have nothing, but you can't be sure until they fully comply with inspection, which they have not done to this date. The IAEA has been way to lenient with them and continues to give them the benefit of the doubt.
