Disagree. I think it is most likely that Bush knew about this weeks before its release, and that it was released with permission and with intent.

Bush has decided not to invade or attack Iran at present due to objections from military and his failed attempt to persuade J6P that attack is a good thing, and needed cover for this change in policy. IMHO this 'gang of robbers in hiding' is just as comfortable lying as telling the truth, and enjoys more the sport of lying as it is a more 'in your face' thing to do. The overriding thing for Bush IMHO is not to appear weak. He will do anything to achieve this... as the Plame affair, the Libby pardon, the wiretap/internet tap without warrant, and the recess appointments have revealed, deception is a way of life and a sport for these folks.
