Naturally, people that aren't used to snow don't know how to drive in it, but there are several other factors to figure in. Because snow is a rarity down here nobody has snow tires. For the same reason (plus the fact that the snow isn't going to be around long anyway) there is nothing in the budget for snow removal or salting down the trouble spots. Throw in the large amount of pickup trucks (compared to urban areas) sliding all over our snake-like roads and you have a tow truck drivers dream.
