Guiliani is much worse than Clinton morally. Much worse. Clinton plays around on the side but stays with his wife and kid. He loves them and stays by them despite his personal flaws.

Guiliani doesn't, he bails on his wives and kids. Guiliani also likes to dress up in drag and lived with a gay man. He married his own cousin too, then called off their marriage at a press conference without even warning his wife. Guiliani's kids also hate him. Mob ties, Hugo Chavez lobbyist, cocaine dealing campaign chairman, al kinds of corruption problems plus worst of all pretending he was a hero on 9-11 when he screwed the first responders. And he supports Bush's terrible debacle in Iraq.
