Personally, I am in favor of a citation for WWT, Walking While Talking....I cannot tell you the number of times I've nearly be mowed down by a 300 pound female yakking on her cell phone...<g>

Of course, it also happens at malls, sans cells, when there are two or three slow people walking abreast, with their heads to the side engaged in chit chat while their prodigious bodies, move forward--usually into me!
