it is driven by intel mostly (new standards etc). It might kill intel at the end but that is the only way intel can continue to maintain margins. It is sad but when short term goals are contradictory to long term goals modern management is biased to short term.
US government would like for us economy to maintain dominance over the cpu market and the only way is to have standards. So I am sure that that one of the many reasons why intel is under investigation. Plus there would be some pressure from OEMs so it is not clear that fragmentation would continue
