The Social Contract assumes that there are two parties - the people and the government - and an agreement between the two. The government can represent the people, but it can never replace the people. Governments that pretend to do so end up becoming Marxist states.

I'd rather not see poor people have more kids that they cannot afford, but it is not my decision to make.

I'd rather see Paris Hilton give more of her money to charity and not adopt more "accessory" dogs that she cannot take care of, but it is not my decision to make.

You have to respect a person's decision and the responsibility that comes with it. You also have to respect the fact that charity must be a choice made by an individual and not a decision made by some collective. Otherwise, what's the point of even trusting people to live their own lives?

Basically, it's all about placing trust in the individual.
