Bad government programs get canceled. Happens all the time.

Government programs get canceled because of change in political popularity. Being a destroyer of wealth is far more likely to cause a private company to go under than a government program.

As for government programs being canceled all the time, well some small ones maybe. The larger ones rarely get canceled, and even when they do they tend to get restored, or have something similar put in their place.
