must weigh by amount of steel used, # of cities built, etc

at the moment it is difficult to argue that any place is more pervasively corrupt, systemically bankrupt, morally weak, and hopelessly pointless than the empire, by sorry depth or by planetwide effect

and never mind crony capitalism charges, etc etc etc
