The debt didn't actually increase. Government loans to itself don't really represent debt.

The government has projected future spending that it hasn't allocated enough to cover, but that's not the same thing as debt.

If I knew that I would have a very large expense in 5 years, than prudence may dictate that I start saving for it. But failing to do so doesn't represent debt. It may be as big of problem as the same amount of debt, but it isn't actually debt.

The same holds for the government. It is a big problem, and it even might be considered somewhat similar to debt, but it isn't really debt.
