An American embassy in a foreign capital is considered American soil. Ft Sumter wasn't an embassy. Surely you can make up something better than that. That didn't mean that northern troops in a southern fort were suddenly members of the Confederacy. Anderson was asked to leave, he refused. He later changed his mind after a bit of persuasion.
