07:40 Color on Senate passage of Energy Bill

Calyon notes that the Senate passed a watered-down Energy Bill (86-8). Although the bill excludes the mandate that utilities derive 15% of their electricity from renewables by 2020, they do not expect this exclusion to have a significant negative impact on demand. The firm remains positive on the domestic solar market as states are the driving force and they expect this to continue. If the solar stocks are weak as a result of a temporary knock on sentiment associated with exclusion of the federal RPS or uncertainty about the ITC, they believe this would be a buying opportunity for FSLR, SPWR and ESLR. They note the bill heads back to the House for procedural approval (likely next week) and then to the White House, which threatened a veto due to higher oil and gas taxes. Now that the RPS and higher taxes have been removed, they expect the bill to be signed into law in short order.
