I assume [as always when people adopt such strategies] that they don't have anything, which they never do.

I assume they see part of a big picture but not the whole, a trend they project in a straight line instead of reversion to the mean.

I also assume that there are unspoken (perhaps unrecognized) agendas.

Change is worrisome, and yet, we adapt. Here in the US we have a concept called "NIMBY" - Not In My Back Yard. Even if we think change is a Good Thing, we don't want it intruding into our own personal bailiwicks. Universal, I think.

Example: evolution is a Good Thing. Mutants (e.g., walking fish) are horrifying.
