If Bob helps John he might be a good Samaritan.

If Bob takes Mary's money to give to John that isn't acting as a good Samaritan.

If Bob votes for higher taxes (on himself and everyone else) to help 20 million Johns then he is being a good Samaritan... as well as a good citizen. No way Bob can help 20 million Johns all by himself.
