As for government programs being canceled all the time, well some small ones maybe. The larger ones rarely get canceled, and even when they do they tend to get restored, or have something similar put in their place.

Many have sunset provisions. But refined or shrunk is probably a better word than canceled. The change in the welfare program under Clinton is a good example. It changed so much that the term "welfare program" has pretty much gone out of the popular lexicon. It was dysfunctional, and it was fixed.
