Right. But that is different from losing.

I've seen, over the years, where some conservatives have tried to spin that, because we weren't losing, we were somehow winning in Vietnam. They have actually had some measure of success because they take a binary approach, you are either winning or losing with no possibility of any other state.

So, we weren't losing in the sense that we were being pushed out of any area where we had a presence. Attacks on our firebases pretty much uniformly wound up badly for the attackers. About all the NVN could do in the South was engage in what we now call terrorism. Setting off bombs in Saigon, popping out of a building with an automatic weapon, etc.

But, there was no chance of us achieving any of our goals. So we weren't winning, either.
