Obviously, that article in the wikipedia that you didn't provide a link to was not written by anybody who is actually from Texas.

The tax cut led to years of budget short falls that cost the state educational system dearly. Most of his changes had to be rolled back or canceled because they just didn't work. And were very costly. Cutting taxes and raising spending is something he learned to do as governor.

Now, he did cut funding for environmental monitoring when his friends with refineries complained. As a Texas zoomed to the top with respect to air and water pollution.

So, yeah he was popular. Then the bills came due.
