You think Gore could have sustained the Clinton boom? Who knows, maybe. An earlier switch to alt energy might have created some significant business opportunities, and kept more US $'s in US investment. On the other hand I don't think President have a lot to do with it... they have an effect at the margin. Bush has had more influence because of the lower taxes/higher spending thing.
