Larger companies generally create separate bidding entities ("bidco") as LLCs or whatever their lawyers advise, for these auctions. What the article labels as a startup called Frontier is actually Echostar's "bidco" from what I understand.

Also interesting, after Aloha's multi-billion dollar windfall of selling their 700MHz licenses to AT&T, I am told the one labeled "Bluewater" is Aloha's bidco. They just can't get enough profit from this 700MHz spectrum I guess, and need to parlay it for more ;o).

Qualcomm was no surprise really.
