There are two major problems with putting so much weight on analysis. 1 - Different people have different ideas and goals. Even if analysis can show us what will happen with different plans, it can't say which plan is the best. It can only give information to people to use to determine what is best. 2 - Its questionable whether such analysis can really give us information about what the results of different plans will be with any degree of confidence. Which seems a good reason to use real world experience... ie the US system is twice as expensive as the European systems.
