Didn't read the details of the bill. I thought they're just doing away with the 100W incandescent light bulb.

What I've heard on the radio is that incandescent goes away completely. I haven't read the bill either.

I don't know if I told you before, but some of the CF bulbs I bought went out way sooner than I expected. Don't know why; I thought they're supposed to have longer life.

Most are supposed to last "up to" 10,000 hours. From my experience, they either last at least close to that, or they go out pretty quickly. Probably a manufacturing defect or rough treatment in transit. They are more delicate than incandescent. Even if you have to buy 2 to get a good one, it will still save you over a $100 over the life of the bulb. I used to be in the business.
