Can be, but not necessarily. Look at the boston market. It too burst in 1990, but by the mid 90s it was rising again.

I went to school in Boston, then moved on to Washington, D.C. in 1983. By 1988 we were looking to get out of DC and briefly considered Boston. The housing market was too red-hot then, and we opted to go elsewhere. Lucky decision, in hindsight, as we would have been buying in 1989, at or very close to the top of the market.
