I certainly would opt for a flat tax before I would consider a consumption tax, especially if it included payroll taxes. A substantial portion of citizens today are retired and pay no payroll taxes. We already MADE our contribution, to charge us again on CONSUMPTION would be very unfair IMHO. If a "consumption tax" were the way to go it should be NO HIGHER then 17% and even that IMHO is excessive. jdn
