The first link below ranks American presidents by IQ, citing Warren Harding (IQ between 128 and 140) as the least intelligent president since 1900, followed by George W. Bush (between 129 and 139, an estimate theorized by looking at SAT scores). As to who is dumb, dumber, and dumbest,

------James Monroe scores between 128 and 139.
------A pretty face, Harding is ranked between 128 and 140.
------U. S. Grant finishes with the lowest IQ, between 125 and 130.

G. W. Bush with an IQ of between 129 and 139 more or less ties with Monroe, Harding, and Grant.

Of course, as any contemporary educational psychologist will admit, intelligence comes in all varieties: linguistic, logical/ mathematical, spatial, bodily-kinesthetic, musical, naturalistic, interpersonal, and intrapersonal.

Most presidents are certainly smarter than the general population: While an IQ of 100 is considered average, the average college graduate has an !Q of 115, and the average Ph. D. or M. D. has an IQ of 125.
